Purpose and Objectives
AIFFP will require services of a flood management expert, on an ad-hoc basis, to provide technical advice for the following components of the NFAP;
• During consultations with JICA and GOF for a co-optimised design of Stage 1
• During the reference design and detail design of Stage 1 and Stage 2 of NFAP
• During the Design and Construct (D&C) stage of airport flood protection component of the project
• During design and construction of NFAP Stage 1.
Key Requirements
The Consultant may assist the AIFFP with flood management expertise, through services such as:
• Provision of technical support at multiple stages of the NFAP, including inputs towards the development and peer review of reference and detailed designs.
• Modelling of flood management and mitigation options and provision of advice to AIFFP.
• Provision of expert advice and support to the AIFFP and other stakeholders as directed, including participating in project working groups and workshops, including at key decision-making points.
• Preparation and review of flood management development documentation including supporting the AIFFP with approvals, advice through multiple stages of the project.
• Supporting AIFFP’s technical oversight in the preparation, design and delivery of this project.
• Supporting the AIFFP’s understanding of potential contractors for future stages of the project by supporting any market sounding and analysis.
Reporting Requirements:
• The consultant will report to AIFFP SU Team Leader and work closely with the AIFFP, GoF, JICA, and other stakeholders as required.
• The consultant may require visiting Fiji, however it will be discussed and agreed with consultant as and when required.
Selection Criteria
Qualifications:
• Tertiary qualifications and/or demonstrable experience in civil engineering or other engineering specialisation, with a focus on flood risk management, flood modelling and hydraulic structures
Experience:
• Solid experience in assessing structural and non-structural flood mitigation measures in the Pacific
• Experience of developing hydrologic and hydraulic models for catchments to identify existing and
residual flood risks
• Experience in developing National Drainage Guidelines and Watershed Management Acts in consultation with Government departments in the Pacific.
• Demonstrated experience supporting the delivery of infrastructure projects in Government/Public Enterprise, DFAT, World Bank, ADB, UN Agencies or similar organisations.
• Experience in working in the Pacific region.
Knowledge and Skills
• Strong analytical skills especially about using a multi-criteria analysis.
• Ability to work independently and prioritise work accordingly.
• Ability to communicate effectively and complete deliverables for a wide-ranging audience and technical capabilities
