Dr. Alberto Pérez Ortiz boasts over 15 years of expertise in management and project implementation within the energy transition and climate change sectors. His areas of proficiency include renewable energy, energy efficiency, electric mobility, NDC, and LT-LEDS. Holding a Doctorate in Engineering in Offshore Renewable Energy from the University of Edinburgh, Alberto has made significant contributions across the globe, collaborating with key industrial, academic, intergovernmental organizations (IGOs) and international financing institutions (IFIs). Throughout his distinguished career, Alberto has worked in more than 20 countries across the 5 continents, and he has collaborated with renowned entities such as General Electric, DNV GL, University of Edinburgh, Imperial College of London, and IGOs and IFIs including the UNDP, the EU, ADB and IRENA. For the UNDP, he played a pivotal role in crafting Equatorial Guinea’s Long-Term Vision, providing a strategic roadmap, and conducting a cost-benefit analysis for the country’s LT-LEDS preparation. In his capacity as a consultant for IRENA, Alberto developed a transport sector decarbonization roadmap for Antigua and Barbuda. This involved a focused effort on electrifying the country's road vehicle fleet, identifying necessary charging and grid infrastructure, and performing a comprehensive cost-benefit analysis for multiple electrification scenarios. Engaging with a technical assistance facility funded by the EU, Alberto conducted a cost-effectiveness analysis of power sector plans for The Gambia and St Kitts and Nevis. Additionally, he undertook a preliminary assessment of Mali's power sector potential and vulnerability to climate change. His role also encompassed assessing the implementation of a solar PV + battery and concentrating solar thermal system in a dairy facility in El Salvador, along with a scalability analysis across the entire dairy industry. As an Ocean Energy Specialist at the ADB, Alberto developed a comprehensive handbook on ocean energy, appraised various wave and tidal energy projects, and provided expert technical advice. His contribution extends to the development of courses on technical, financial, regulatory, and fiscal aspects of renewable energy for the EU and the World Bank. Alberto's impact is further evident in his involvement in the appraisal of over 200MW of potential renewable energy projects, including working on 1GW energy projects at different development stages. His expertise spans feasibility analysis, planning and permitting, energy yield assessment, design and optimization, and due diligence. Beyond his practical work, Alberto has authored and co-authored over 10 journal and conference publications, contributing significantly to the discourse on climate change, energy transition, and sustainable transport. He also serves as a reviewer for project proposals and peer-reviewed journal publications.
