Alex Rivera

Public financial management and governance expert with 25 years’ experience assessing, designing, and implementing development programs in the public and private sector, national and local government levels, encompassing budgeting, treasury, accounting, public procurement, public private partnership (PPP), human resources, public investment, taxation systems, digital transformations, digital government services, open data, transparency, anticorruption, public private dialog and small and medium enterprise (SME) development. Mr. Rivera has served as team lead, senior advisor, PFM specialist, and project manager for governments and through USAID, Inter-American Development Bank (IDB), World Bank and European Union international cooperation funded projects in El Salvador and Guatemala. He has achieved great strides in improving PFM, public procurement, fiscal transparency, accountability, tax administration reform with a focus on digitalization, digital transformations, electronic government and creating economic opportunities for SMEs. As a public official for the Ministry of Finance of El Salvador, Mr. Rivera led PFM projects requiring information technology transformations, managing a $10 million annual procurement budget for the Ministry. He has also contributed to legislative reforms in public procurement and the drafting of the MYPE’s Act in El Salvador, promoting financial assistance to SMEs. He has strong knowledge of international best practices, procurement laws and regulations, and IDB and World Bank procurement policies. He has undertaken international assessments such as the Public Expenditure and Financial Accountability (PEFA), Governance Assessment for a Digital Government Readiness Diagnostic to identify GovTech opportunities, Methodology for Assessing Procurement Systems (MAPS), Fiscal Openness Accelerator (FOA) and e-Government Procurement (e-GP). Mr. Rivera has been recognized for his leadership and project management skills, his ability to think and work politically, his dynamism and innovation, organizational skills, and results-orientation. Mr. Rivera has demonstrated mastery of computer tools for managing public statistical data, data processing and analysis with advanced Excel and Power BI Desktop.
