Economic and project management specialist with 25-year experience in research, project design and implementation; monitoring and performance and impact evaluation of projects, programs and public policies. Has led or participated in design and implementation of interventions including areas such as public financial management (PFM); local governance; business development services to SMEs; private sector development; trade and investment; regional economic integration; trade capacity building; food security; gender issues; institutional strengthening; rural development; labor market; child labor; citizen participation; crime and violence prevention; and youth at-risk. Experience in developing countries - Central America, Jamaica, Dominican Republic, Burkina Faso, Liberia, Ecuador, Paraguay, Peru, Nepal and Macedonia. Hands-on experience in developing and implementing qualitative and quantitative methodologies and instruments (e.g. sample surveys, structured and semi-structured interviews, focus groups, case studies, econometric analysis, cost-benefit analysis, and economic rate of return, experimental and quasi experimental evaluations), which includes all-steps hands-on experience conducting remote data collection, cleaning, analysis and reporting.
