
I have 28 years of experience working within the energy sector in Jamaica and the Eastern Caribbean. In my role as Deputy Chief of Party and Clean Energy Project Development Specialist of the USAID Caribbean Clean Energy Program, I have led the technical and financing aspects of the program, working with governments, regulators, utilities, educational and financial institutions and other donors in Jamaica and seven other countries to support, policy, legal and regulatory reform, energy efficiency and renewable energy financing and development. I have occupied several technical and senior leadership roles in the Electric Utility business such as in the System Planning area where I have had responsibility for the long-term integrated development plans for the Electric Power System in Jamaica inclusive of Energy Services, Demand Side Management and Renewable Energy Integration. Since the mid 1990’s, I have played a pivotal role in the analysis and negotiations processes to facilitate private participation in the Generation Sector and in the privatization of the electric utility. My experience in developing and working within the utility regulatory framework in Jamaica is extensive covering several areas of rate development, regulation and policy. For over fifteen (15) years I have managed the sole Electric Grid Operations in Jamaica which requires overseeing the day-to-day operations of the Power System (Generation, Transmission and Distribution), the negotiation and administration of Private Power Contracts, the strategic planning for system expansion, and the training and development of engineers. I hold both a Bachelors Degree in Electrical Engineering with specialization in Power System Operations, a Masters in Energy Systems and a Masters in Business Administration. I am a certified Project Management Professional (PMP) and a member of the IEEE.
