Hachim El Ayoubi

Hachim El Ayoubi holds a Master’s Degree in fisheries management and marine policy. He works as an international consultant and lead specialist in institutional development and program evaluation mainly in Africa. He possesses over 22 years of strong experience in project management and competencies in analysis, planning, performance evaluation of EU, WB and AfDB projects in the field of fisheries management, climate change, food security and ocean governance. He was recently the Executive Secretary of an inter-governmental cooperation organization regrouping the 22 African states, advising governments and senior public officials to implement regulations and policy related to fisheries management and coastal conservation. His areas of specialization include developing strategic plans related to fisheries management, poverty eradication, climate action, fiscal reforms and regional integration. He participates to the EU, SRFC, PRAO/World Bank, IUCN, FAO, AU-IBAR and ACP working groups and activities relating to regional strategies in fisheries governance, aquaculture development and blue economy. He has also contributed to the formulation of the blue economy strategy of Africa, Blue economy strategy of Blue economy in IOC and action plan for Seychelles, good practices in taxation and collection of tax and parafiscal revenues relating to natural resources in Madagascar, SRFC strategy on fisheries, African Fisheries Policy Framework and the Comprehensive African Fisheries Reform Strategy. He is the main author of the background documents both in English and in French on ocean governance, MCS, blue economy strategy in Africa, marine conservation in Africa and fisheries policy adaptation to climate change, fiscal reform and poverty reduction.
