Sinthay has over twenty-four years’ experience working for Cambodian and international NGOs in the areas of decentralization, good governance, access to information, transparency and accountability, civil society development, advocacy and policy, capacity building and training, education (primary and high schools), disarmament and demobilization, peace and conflict resolution and youth development. Mr. Sinthay has in depth knowledge and familiarity with local stakeholders, national and sub-national government authorities and NGOs in Cambodia. His work in civil society development includes positions on several boards of directors of eminent Cambodian organizations and NGOs, serving as the chairperson of Centre for Peace and Conflict Studies (CPCS -www.centrepeaceconflictstudies.org) and Sangkheum Kumar Kampucher (SKK). Currently, Sinthay is working as Deputy Team Leader for ADB's Skills for Competitiveness (S4C) project at the Directorate General of Technical and Vocational Education and Training (DGTVET), the Ministry of Labour and Vocational Training (MLVT). Prior to ADB's S4C project, Sinthay worked as Project Coordinator for “Upper Secondary Education Sector Development Program - USESDP-CS-02 REGIONAL EDUCATION INSTITUTE (47136-003)”.
