About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.  

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:   


‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.   

This phase of TSSP3 will run from November 2023 to November 2028.  


The Role
Reporting to the Inclusion and Safeguards Director, the GEDSI Manager leads the implementation of TSSP3’s GEDSI Strategy across the program and partner agencies. The role focuses on translating policy commitments into practical actions, strengthening institutional capacity and supporting locally led approaches to GEDSI and social safeguards outcomes (including child protection and Sexual Exploitation, Abuse and Harassment (SEAH) risk prevention) in the transport sector.

The GEDSI Manager works closely with the GEDSI Specialist, Transport Sector Agencies, technical advisers and the Safeguards and Climate Change and Disaster Resilience (CCDR) Managers to ensure technical quality, alignment and consistency across all program activities. The position also provides leadership for the GEDSI team, overseeing staff performance, mentoring and coordination.

About You

Essential experience and knowledge

  • Postgraduate qualification in gender studies, social science, international development or another relevant discipline
  • Minimum 10 years of professional experience in GEDSI or related social inclusion roles in international development. Experience in PNG or the Pacific highly desirable
  • Proven experience leading or coordinating GEDSI initiatives within large or complex development programs
  • Demonstrated ability to manage and mentor a small team, supporting performance, professional growth and collaboration
  • Strong understanding of GEDSI issues in infrastructure
  • Strong understanding of social safeguards principles, including gender-based violence (GBV), SEAH and child protection risk management within infrastructure programs
  • Demonstrated experience supporting implementation of SEAH and child protection safeguards, awareness, or behavior-change initiatives in development or infrastructure contexts
  • Experience in skills development and institutional strengthening, particularly with government agencies and civil society partners
  • Demonstrated experience leading or contributing to annual strategy reviews, annual plans and reporting processes
  • Experience overseeing research, analysis and learning activities, such as baseline studies, case studies, or thematic reviews and using findings to inform programming
  • Strong understanding of DFAT and GoPNG GEDSI policy frameworks and ability to apply these within program design and delivery
  • Demonstrated ability to build and maintain strategic relationships with diverse stakeholders, including government, development partners and community organisations

Technical

  • Ability to translate technical GEDSI advice into practical actions and measurable outcomes within infrastructure programs
  • Ability to integrate social safeguards, SEAH and child protection considerations into GEDSI training, communications and contractor strengthening activities.
  • Skilled in facilitation, mentoring and adult learning methodologies, with demonstrated experience designing and delivering training and skills development activities
  • Strong skills in program planning, coordination and adaptive management, including integrating GEDSI considerations into sectoral workplans and Partnership Support Plans (PSPs)
  • Experience contributing to MERLA processes, including development of indicators, data analysis and learning dissemination
  • Competence in leading or supporting GEDSI strengthening activities, including training, coaching and monitoring participation outcomes
  • Excellent written and verbal communication skills, with the ability to prepare high-quality reports, case studies and learning materials for diverse audiences
