Overview: DT Global is seeking Monitoring, Evaluation, and Learning (MEL) experts with a focus on business development and proposal writing for future consulting opportunities. DT Global seeks to create a talent pool of available MEL BD advisors, that may also have technical sector backgrounds, to support proposal development efforts on a consulting basis when needs are identified. The primary donor for proposal efforts with be USAID. Assignments will be needs based and shared with the consultant pool on an ongoing basis. The details below outline anticipated upcoming requirements.

Tasks and Responsibilities:

Business Development   

  • Review assigned solicitations and ensure responsiveness to all solicitation requirements regarding M&E, Collaboration, Learning & Adaptation (CLA), and/or Adaptive Management, in line with donor and DT Global best practices;
  • Write all M&E and logical framework sections on assigned proposals within the schedule established by BD manager, address feedback, and provide inputs for the reviews of each color draft;
  • Write all CLA, Adaptive Management, and/or knowledge management on assigned proposals within the schedule established by BD manager, address feedback, and provide inputs for the reviews of each color draft;
  • Work with the technical team to identify and advise on the most appropriate performance, and where necessary, context indicators in support of the technical approach
  • For USAID proposals, ensure adherence to ADS 201
  • Coordinate activities with the technical team and writers to ensure all MEL, CLA, and Adaptive Management approaches and methods are fully integrated throughout each assigned proposal
  • Work with Director of Program Excellence and/or Vice President of Learning & Innovation to ensure M&E costs are appropriately budgeted for within corresponding cost proposal
  • In coordination with proposal recruiter, review CVs for all senior-level MEL candidates and participate in candidate interview process

Education & Minimum Qualifications:

  • Relevant college degree in environmental sciences, environmental engineering, or similar. Masters’ degree preferred
  • Minimum 4 years of relevant work experience supporting USAID and other donor-funded programs designing and implementing MEL systems, deliverables, and measures
  • Minimum 2 years providing support to USAID proposal development efforts, including RFP, RFA, and NOFO procurements
  • Significant experience contributing to or leading USAID proposal responses for MEL and CLA requirements
  • Fluency in ADS 201 and related USAID regulations and standards related to MEL, CLA, and Adaptive Management through the program cycle
  • Familiarity with non-traditional approaches to MEL such as Complexity-Aware Monitoring (CAM) methods including stakeholder feedback, outcome harvesting/mapping, and most significant change
  • Familiarity with context monitoring and context indicator development is desirable
  • Experience designing and/or using learning agendas is desirable
  • Strong writing skills and experience leading the development of MEL and/or CLA proposal sections
  • Strong technical background in one or more of the following technical areas is desirable: conflict, stabilization & transition, peacebuilding, C/PVE, democracy & governance, resilience, WASH, economic growth, energy, and climate change & environment
  • Field experience overseeing and implementing MEL systems and compliance is desirable but not required

Deliverables:

  • The consultant(s) specific deliverables will be determined by project needs and specific engagement.

Anticipated Duration:

  • The consultant(s) period of performance could range anywhere between two weeks and six months, with actual periods of performance based on the nature of the work and type of assignment.
